Training of the safeguards IAEA inspectors successfully accomplished

The training course CIE (Comprehensive Inspection Exercise), organized by the International Atomic Energy Agency (IAEA), which closed several months of theoretical training of new candidates to become the safeguards IAEA inspectors, was held at nuclear power plant (NPP) Dukovany from 28th July to 2nd August 2013. The course, attended by eight foreign participants was conducted by experienced IAEA trainers. On preparation of the CIE course also participated inspectors of the State Office for Nuclear Safety (SONS) and employees of the NPP, who together played an important role not only in terms of the co-organizers of this international event, but also in terms of active participation in the presentations and during model situations. The course was already held in the Czech Republic for the third time.

The aim of the CIE course is to prepare the new candidates for the IAEA inspectors´ job. The training course was focused on practical activities, which included especially the inspectors´ activities at the NPP´s reactor hall. Among the important inspector‘s techniques belonged the usage of several types of sealing systems (metallic, electronic and optical systems), installation and maintenance of the IAEA´s containment and surveillance systems installed at the NPP and verification of fresh and spent nuclear fuel. The part of the course was also practice of DIV (Design Information Verification) as well as the CA (Complementary Access) to the radiochemical laboratory. The course was ended with the final practical exam.

The crucial day was the Friday. It was the day when the course´s participants had to convert their theoretical knowledge into practice and flawlessly perform learned techniques. Passing the exam for candidates was an important milestone in their lives, because without the final certificate they would not be able to work for the IAEA. Therefore the adepts made effort to study every free moment and for most of them it was worth it.

The Czech Republic participates in area of the IAEA Safeguards Support Programme (Czech Republic Support Programme) since 2003, when the agreement on the provisions was signed by representatives of the SONS and the IAEA. The training course at the NPP Dukovany is one of twelve active tasks, which the Czech Republic contributes to increasing the efficiency of application of safeguards on nuclear materials.
